Proposal of “Freedom of Expression Policy Tasks” to the New Government –”We Want a President Who Defends Article 21 of the Constitution and Freedom of Expression!”

Freedom of expression is a fundamental pillar of a democratic society, enabling individuals to communicate freely and participate as sovereign citizens. However, under the Yoon Suk Yeol administration, this freedom has come under severe threat. Numerous instances have emerged of suppression across various domains, including the press, public protests, cultural and artistic expression, and the internet. The next administration bears the responsibility of addressing these infringements and advancing policies that guarantee and restore freedom of expression.

True freedom of expression can only be realized when political censorship and judicial abuse are eliminated, cultural and artistic activities are free from undue interference, and the right to access information is protected. At the same time, public discourse spaces must be safeguarded from hate and violence. Hate speech that discriminates against or dehumanizes certain groups cannot be justified in the name of free expression. Freedom of expression and equality are inseparable and mutually reinforcing principles essential to upholding human dignity and advancing democracy. A truly democratic society is one in which all citizens’ voices are respected, and everyone is ensured the right to speak freely and participate equally in political, cultural, and social life.

In this spirit, the member organizations of the Article 21 Network urge the next government to embrace these democratic values. We call for the reform of laws and systems that suppress legitimate criticism of power and propose concrete policy measures to prevent abuse of authority and violations of free expression. Article 21 Network expects that the new administration will review and incorporate the “Freedom of Expression Policy Agenda” and lead the way toward a more open and democratic society.
