Open Net files a constitutional challenge against the prosecutor’s ‘deferral of prosecution’ decision on animation depicting imaginary children in sexually explicit situations. (Deferral of prosecution means the prosecutor’s decision that one is to be indicted but given exemption for non-legal reasons such as changes in social and political circumstances. Open Net challenged it because such decision still leaves a serious stigma on the suspects disposed of in such manner.)
