Toward Free and Fair Internet Ecosystem: Special Seminar on Reforming Interconnection Rules
Digital economy based on internet is becoming more and more important on the country’s competitiveness. The world’s economic topology is forming axes around online digital economy, creating jobs and added values. The network of Internet concerns the country’s important policy of resource allocation.
However, the government has not lived up to the demands of freedom and fairness, the essential values of Internet. The Interconnection Rules brought into effect in 2016 have allowed the network operators to charge what is called “network usage fee” and profit therefrom. These ‘network usage fees’ or equivalent exorbitant ‘connection fees’ have encumbered the development of innovative services. What is more important, the importance of these Interconnection Rules has been discounted without much opportunity for deliberation among relevant stakeholders. We are trying to provide that opportunity through this event.
