On December 10th, Open Net and 9 civil society organizations issued a joint statement calling for the immediate withdrawal of the proposed amendments to the Act on Promotion of Information and Communications Network Utilization and Information Protection.

We argue that the Democratic Party and the Rebuilding Korea Party are rushing to pass the bill through “closed-door collusion” without public hearings or proper deliberation. We warn that the core of the bill—which classifies false information as illegal and introduces punitive damages—remains unconstitutional and will severely chill freedom of expression and media functions. Despite minor revisions by the political parties, we maintain that the fundamental risks of state-led censorship and excessive punishment have not been resolved, and demand withdrawal from the legislative process.
