UN Special Rapporteur on Freedom of Expression Holds Press Conference on Media Arbitration Act Amendment 9/24 (Fri) 3:00 PM, Online Meeting (RSVP only)
UN Special Rapporteur on Freedom of Expression Irene Khan will hold an online press conference on the Press Arbitration Act amendment tomorrow, Friday, September 24, at 3:00 PM Korea time.
This is expected to be for the purpose of expressing concerns once again in light of international human rights standards regarding the Korean government’s response and the main contents of the alternative revised by the Democratic Party’s 8-member consultative body, following the transmission of a communication to the Korean government on August 27 expressing concerns about the Press Arbitration Act amendment and requesting clarification. In other words, regardless of the deletion of provisions presuming intent and gross negligence, as Open Net Korea and international human rights organizations have pointed out, allowing punitive damages to be imposed only on media reporting while leaving other acts untouched is a system that exists nowhere else in the world and will severely weaken the corrective social effect of the press, and as Special Rapporteur Khan herself directly pointed out, attempting to regulate based solely on the falsity of press reporting contradicts the principles of freedom of expression protection.
